Read More →This transformative building repositioning project converted a 300,000-square-foot commercial office building into a modern Human Services Center designed to improve access to critical community resources while enhancing the workplace experience for county employees. Located within the Park 12 Hundred office complex in Westminster, the facility consolidates approximately 750 employees from multiple county departments into a single, highly functional service center.
The redevelopment brought together the county’s Human Services Department, Child and Family Center, Head Start programs, and Workforce & Business Center, creating a centralized destination that improves operational efficiency, collaboration, and public access to services. By housing these programs under one roof, the facility supports a more integrated and streamlined approach to serving the community.
A key objective of the project was to revitalize the existing structure through increased natural light and improved building performance. The renovation included a complete redevelopment of all three office levels and the addition of a new 4,000-square-foot entrance and lobby that establishes a welcoming front door for visitors and staff. Interior and exterior improvements were carefully designed to bring daylight deeper into occupied spaces while creating a brighter, healthier, and more inviting environment.
To achieve these goals, portions of the original precast concrete and masonry façade were removed and replaced with expansive glass curtain wall systems and aluminum storefronts. These enhancements not only transformed the building’s appearance but also improved the thermal performance of the building envelope.
The modernization extended to all major building systems, including a new central mechanical plant, upgraded electrical infrastructure, and comprehensive low-voltage systems supporting communications, audiovisual technology, and security. Together, these improvements created a highly efficient and technologically advanced facility capable of meeting the needs of both employees and the public.
The result is a renewed civic facility that breathes new life into an aging office building while providing a welcoming, efficient, and collaborative environment for delivering essential county services.
